Public call for applications for the purchase of apartments from the Socially Incentive Housing Program (POS) in the area of the Municipality of Milna in order to determine the Priority List

The Mayor of the Municipality of Milna announces a PUBLIC CALL for the collection of applications for the purchase of apartments from the Socially Incentive Housing Program (POS) in the area of the Municipality of Milna in order to determine the Priority List

The subject of the Public Call is the collection of written applications for the purchase of apartments from the POS Program in the area of the Municipality of Milna, in accordance with the Act on Socially Incentive Housing Construction (N/N 109/01, 82/04, 76/07, 38/09, 86/12, 7/13, 26/15, 57/18, 66/19, 58/21 and 72/25 – hereinafter: the Act). The right to submit an application for the purchase of an apartment from the POS Program in the area of the Municipality of Milna is open to all citizens of the Republic of Croatia who have their permanent residence in the area of the Municipality of Milna at the time of submitting the application for the purchase of an apartment. The application for the purchase of an apartment is submitted on a special form that can be obtained from the registry office of the Municipality of Milna (as well as the corresponding statements and other forms) at the address Sridnja kala 1 in Milna or on the website of the Municipality of Milna: www.opcinamilna.hr. (For the purpose of optimizing administrative processing, speeding up the process and ensuring maximum accuracy and readability of the entered data, it is recommended to fill out the relevant official form in electronic form before printing and signing it manually/electronically.

  1. The applicant must attach the following to the application for the purchase of an apartment:
  • Certificate of citizenship or a copy of the ID card – for the applicant, birth certificate or marriage certificate – for the applicant and family household members listed in the application for the purchase of an apartment (not older than 6 months from the date of submission of the application),
  • certificate of residence – for the applicant and family household members listed in the application for the purchase of an apartment, issued by the police department (not older than 30 days from the date of submission of the application),
  • a declaration of the existence of an extramarital relationship, signed by the applicant and the extramarital spouse, made under criminal responsibility and countersigned by two witnesses and certified by a notary public,
  • certificate from the competent Cadastre and Geodetic Affairs Office on the ownership/non-ownership of real estate according to the place of residence for the applicant and family household members listed in the application for the purchase of an apartment (not older than 30 days from the date of submission of the application),
  • certificate from the Land Registry Department of the competent Municipal Court stating that the applicant and family household members listed in the application for the purchase of an apartment do not own real estate according to their place of residence (not older than 30 days from the date of submission of the application),
  • a notarized statement made under material and criminal liability by which the applicant declares for himself and the members of his family household that he and the members of his family household listed in the application for the purchase of an apartment do not own an apartment or house in the territory of the Republic of Croatia, and that they do not own/co-own construction land in the territory of the Republic of Croatia on which the construction of a residential building is permitted by valid spatial planning documents in the area where the construction land is located,
  • and have not alienated the same on any legal basis within 1 (one) year from the date of entry into force of this Decision, nor have they purchased the apartment pursuant to the Act on the Sale of Apartments with Tenancy Rights, and have not alienated the same on any legal basis (not older than 30 days from the date of submission of the request).
  • In the event that the applicant and/or members of the family household for whom a certified statement is provided that they do not own an apartment or house in the Republic of Croatia are the heirs of the property, they must also submit a decision on inheritance.
  • confirmation from the Municipality of Milna that the applicant and the family household members listed in the application have no overdue and outstanding debts to the Municipality of Milna (not older than 30 days from the date of submission of the application),
  • proof of residential status:
    • apartment rental contract with protected rent,
    • apartment rental contract with freely agreed rent (valid apartment rental contracts that have been certified by a notary public or registered with the competent tax administration no later than the day before the publication of the Public Invitation will be recognized)
    • a statement of residence with a family member, signed by the applicant under criminal liability and certified by a notary public (not older than 30 days from the date of submission of the application), an e-extract or extract from the land register issued by the Land Registry Department of the competent court as proof of ownership/co-ownership in the territory of the Republic of Croatia of an unsuitable apartment, house or construction land with the mandatory indication of the total area of the apartment, house or construction land owned, if this is visible from the title deed or a statement given under material and criminal liability about the unsuitable area of the apartment, house in the territory of the Republic of Croatia of which the applicant is the owner/co-owner or of unsuitable construction land in the territory of the Republic of Croatia of which the applicant is the owner/co-owner, certified by a notary public (not older than 30 days from the date of submission of the application),
    • appropriate proof of the first acquisition of property, or a statement of the first acquisition of real estate given under material and criminal liability, certified by a notary public (not older than 30 days from the date of submission of the application),
  • proof of education (school leaving certificate, work record book, diploma)
  • proof of children's education - certificate/certificate from school or university,
  • a decision from the competent service of the Croatian Pension Insurance Institute on the determined degree of disability – for the applicant and/or a member of the family household, or the findings and opinion of the competent body on the determined developmental difficulties of the child,
  • a certificate from the competent state administration body regarding the applicant's participation in the Homeland War,
  • a decision from the competent ministry on the determined group and degree of disability for Croatian war veterans from the Homeland War for the applicant,
  • certificate of status of a family member of a deceased, detained, or missing Croatian veteran of the Homeland War – for the applicant.

Documents can also be submitted as copies, or as statements without the signature of the person giving the statement being certified.

The applicant is obliged to submit the original documents referred to in paragraph 1 of this Article upon the invitation of the Commission within 8 (eight) days of receiving the invitation. III. The application for the purchase of an apartment, with the required documentation attached, shall be submitted in a sealed envelope in person to the registry office of the Municipality of Milna or sent by registered mail no later than July 10, 2026 to the address: Municipality of Milna, Sridnja kala 1, 21405 Milna, indicating:

„"PUBLIC CALL - Application for the purchase of an apartment under the POS Program - DO NOT OPEN"“

and the name, surname and address of the applicant.

Scoring and inclusion on the Priority List will be carried out in accordance with the Decision on the conditions, criteria and procedure for determining the priority order for the purchase of an apartment from the Socially Incentive Housing Program in the area of the Municipality of Milna ("Official Gazette of the Municipality of Milna", No. 5/26). The proposed Priority List will be published on the notice board and on the Milna Municipality website.

The applicant has the right to object to the order established in the proposed Priority List and the scoring performed, or non-inclusion in the Priority List. The objection is submitted to the Commission for Establishing the Priority List for the Purchase of an Apartment under the Socially Incentive Housing Program in the Municipality of Milna within 8 days from the date of publication of the proposed Priority List on the bulletin board and on the Milna Municipality website, and the Mayor decides on the merits of the objection.

The final list of priorities is published on the notice board and on the WEB page of the Municipality of Milna, after the decision on the submitted objections is made.
