In accordance with the legal framework, in the reporting period, executive tasks from the self-governing scope of the Municipality were performed, and in this regard, general acts adopted by the Municipal Council were proposed, opinions were given on proposed decisions and other acts, care was taken over the execution of general and other acts of the Municipal Council, real estate and movable property owned by the Municipality, as well as its income and expenses, were managed. In accordance with its own program orientation, the activities of the Unified Administrative Department of the Municipality were directed and its work was supervised in this regard, and other tasks were also performed in accordance with the law, the Statute of the Municipality and other general acts.
The Mayor also serves as the President of the Milna Municipality Tourist Board, in accordance with the provisions of Article 20, paragraph 2 of the Act on Tourist Boards and the Promotion of Croatian Tourism (Official Gazette, No. 52/19 and 42/20). The President of the Tourist Board is also the President of the Assembly and the President of the Tourist Board Council, and his basic duty is to convene sessions of the Assembly and the Tourist Board Council. The Mayor may delegate this duty to any member of the Tourist Board during the term of office of the Mayor.
Also, the new Firefighting Act ("Official Gazette", number 125/19) stipulates that the Municipal Mayor is a mandatory member of the Assembly of the voluntary fire department.
With the aim of realizing all tasks, a series of working meetings, consultations and working agreements were held, through which an active approach was used to maximally influence the direction of all activities.
In the introductory part of this report, I would first like to emphasize the importance of cooperation between the mayor and councilors of the Milna Municipal Council with the common goal of continuous and progressive progress of our Municipality in all areas, all for the benefit, first of all, of all our citizens who live here and those who will live here tomorrow, but also of all those who visit our settlements, who invest in the development of our municipality and, together with us, contribute to making us an attractive and desirable destination.
Like the semi-annual report, this Annual Report is directly related to the legal provision on the obligation to adopt Implementation Programs for leaders of local and regional self-government units, which direct and obligate the work of leaders over a four-year period.
The Implementation Program of the Municipality of Milna for the period 2022-2025 was adopted on 22 December 2021. In accordance with the obligations defined by the Act on the System of Strategic Planning and Development Management of the Republic of Croatia ("Official Gazette", No. 123/17) and the Regulation on Guidelines for the Preparation of Strategic Planning Acts of National Importance and Importance for Units of Local and Regional Self-Government ("Official Gazette", No. 89/18), units of local and regional self-government (hereinafter referred to as: LLP(R)S) are obliged to prepare annual reports on the implementation of the Implementation Programs for the period from 1 January to 31 December 2022 (hereinafter: the reporting period).
The content of the annual report on the implementation of implementation programs of local and regional self-government units and detailed technical and methodological instructions for its completion are determined by the Strategic Planning Manual, and the role of the mayor is to, together with the local municipal development coordinator, timely collect and process information and data for the preparation of semi-annual and annual reports, which are submitted to the competent authorities within defined deadlines. The deadline for the semi-annual report is 31 August of the current year, while the deadline for the annual report is 31 January of the current year for the previous year. The decision to adopt the annual report on the implementation of the Implementation Program for 2022 was made by the mayor on 31 January 2023.
Given that the report in question was adopted within the legal deadline, and its content overlaps with the mayor's legal obligation to submit an annual report on his work to the representative body, this report also contains a report on the implementation of the Implementation Program of the Municipality of Milna for the period from January 1, 2022 to December 31, 2022.
